Royalty free stock images means that for a single purchase, a customer can license an image for multiple uses in a variety of promotional or marketing materials.

Sites, like iStockphoto.com, explain the royalty free license in their agreements. It outlines the way a photo can be used, but usually once the image is purchased, it can be used as many ways as a user wants and as often as they'd like.
